Replace the sand dust with a mix of 8:2 sand and Portland cement (8 parts of sand and 2 parts of cement). Using a push-broom make sure that no residue of that mix is sitting on the stop of the stone and then sprinkle the whole floor with a fine mist of water. Let it cure – done. That should do it (no sealing, please!!). If for any chance you will still have weeds growing, a good-quality weed-killer should take care of that permanently.
